00400		This paper put forth a number of propositions about technology
00500	and present society, supports them to some extent, and draws some
00600	conclusions about policy changes that will make technology a greater
00700	benefit to society.  A final polemical section attempts to refute some

01000		We start by giving some propositions:

01200		1. Technology has been a great benefit to society, and it will
01300	continue to benefit society even if the proposals made here are not
01400	adopted.

01600		2. The development of technology is uneven; in some branches,
01700	technology follows closely behind the scientific developments that
01800	make new technology possible.  In other branches, there are great
01900	lags.  These lags are partly due to the tradition of the branch of
02000	technology, partly due to defects in the organization of society.

02200		3. In the near future, the most important technology is 
02300	computer and automation technology.

02500		4. It would be desirable for everyone to have an income
02600	sufficient for the basic necessities even without working.  America
02700	is still too poor for this, but doubling the GNP would probably make

03000		5. Provided the world population can be kept from increasing
03100	by more than a factor of five, the whole world can attain double
03200	the American per capita GNP and maintain it indefinitely.  We don't
03300	say how long it will take, but 100 years is a my guess and 50 years
03400	would be possible if the policies proposed in this paper were adopted.

03600		6. The Chinese cultural revolution complaint that scientists
03700	and technologists are not sufficiently motivated to serve the people
03800	is warranted in all countries.  Their solution to the problem,
03900	however, would not be a solution in more developed countries.

04100		7. A system in which the fear of mass unemployment is banished
04200	is possible and necessary for progress.

04400		8. People whose interests are adversely affected by progress
04500	should be bought out even if they don't have a property interest in
04600	the present legal sense.  This included tenants, workers who will
04700	lose jobs, even union officials whose unions will disappear, 
04800	legislators whose jobs are to be streamlined away by merging
04900	governmental bodies.  This will be expensive, but bribery is
05000	cheaper than tolerating endless delays.
